Insign, Strategic Partner of the Government.

Insign, an independent strategy and design consulting agency, is implementing a unique internal communication initiative for public agents for the Government Information Service (GIS) as part of the 20th anniversary of the law for equality of rights and opportunities, participation, and citizenship for people with disabilities, known as the Handicap Law.

Joining the roster of creative agencies selected by GIS, Insign brings its expertise in impactful communication to support a major public cause. For this groundbreaking initiative, the agency collaborated with the GIS to design an interministerial awareness campaign that is engaging and pragmatic, combining awareness and actionable steps. This is the first time an interministerial internal communication effort of this scale has been developed. Key stakeholders who co-constructed the initiative with GIS include the Interministerial Direction of Digital Affairs (DINUM), the Interministerial Delegation for Accessibility (DIA), the General Secretariat for the Interministerial Committee for Handicap (SGCIH), the Interministerial Directorate for Public Transformation (DITP), the General Directorate for Administration and Public Service (DGAFP), the Ministerial Delegate for Accessibility of the Ministry of Ecological Transition, as well as the Ministry of Labor, Health, Solidarity, and Families.


A Strong Message: “Disability is Not a Choice, Nor is Accessibility.”

With 14.5 million French people affected by disability and 96% of public websites not meeting accessibility standards, the government aims to make a lasting impression with a powerful internal message. The goal: raise awareness among public agents about the importance of accessibility and encourage them to integrate these challenges into their daily professional routines.

This initiative, launched by the government in honor of the 20 years of the Handicap Law, seeks to introduce a new platform - accessibilite.gouv.fr - which compiles all resources for making information and buildings accessible. 

This platform, both internal and external, designed by Insign, provides over 80 resources, tools, training, and best practices to better understand and take action for accessibility. This initiative is complemented by an engaging game designed for disability advisors to animate their community and enhance their understanding of accessibility principles. 

Various events have been organized within certain ministries to sensitize all public agents directly. A hackathon was held simultaneously to address two major challenges: Captchas that are not currently accessible, and accessible PDFs, which are too lengthy and expensive to produce. The initiative also included numerous internal communications (emails, videos) sent to agents presenting them with inaccessible content. 


Insign Designs an Immersive and Educational Campaign in Three Key Areas to Engage Public Agents: 

• A Compelling Creative Concept: “Imagine a Daily Life Where Nothing is Truly Designed for You.” This approach confronts public agents with the realities of inaccessibility and sparks awareness.

• Engaging and Interactive Formats: immersive videos, educational posters, stunts, and digital content distributed internally to captivate and inform.

• A Concrete Call to Action: encouraging administrations to adopt the new platform and implement solutions to enhance accessibility within their services.


Through this campaign, Insign supports the government's ambition to make accessibility a tangible and daily priority within the public service.
